Approaching the end of the first year of George W. Bush's second term, America is under pressure at home and abroad. The administration's economic policy remains under criticism and he now faces discontent from the religious right as well as dealing with the hurricane aftermath. Globally, Washington faces continuing instability in Iraq, confrontation with Iran, uncertainty over North Korea and the broad issue of how best to exert leadership in the post 9/11 world. The challenges to Washington have rarely been as varied and unpredictable.
